Seems that an Upgrade to Windows 10 can mess-up the rights for certain programs. Unable to start: The Sims 4 is already running. I updated my Computer to Windows 10 and now I get the following error message when I try to start the game

It is a Windows update problem and I don't know how to solve it. I've seen this answer on a help site for Sims games but it doesn't work for me.
It is an Origin downloaded game but one that Microsoft verifies. It is not a "Store" app and I only get the option to uninstall it in Apps.
